You can abort it at the beginning and before slamming the polearm to the ground, but you will reagardless use 30 FP (or 23 with the talisman). This AOW is in my opinion better for enemies with more "stationary phases".
In my fight with malenia I missed some shots, because she moved, is in an animation, etc. The range of this AOW will be the same - no matter if you use a short spear or a pike.
